We have grown and invested in the professional reach and skills of the firm over time and continue to ensure we have the appropriate expertise to meet new challenges and realise our clients objectives.

Managing Director

Mike Taylor

Founder and Managing Director of Chilmark Consulting Ltd (CCL) with the leading role in delivering town centre planning, future place-shaping, regeneration and investment advice to clients across the UK.

Mike is a Chartered Town Planner, Member of the Institute of Economic Development and is also appointed to the High Streets Task Force Expert Panel.

Mike has extensive expertise in a broad range of urban planning, economic development strategy, town / city centres regeneration and housing markets work. Mike’s experience includes the preparation of Local Plans, development frameworks, SPDs, regeneration, feasibility and evidential studies.

He has recently been involved with advice to BCP FuturePlaces concerning the planning strategy for Holes Bay as part of Poole town centre; for the same authority concerning the future of Boscombe District Centre; work for Great Yarmouth Borough on Beacon Park Enterprise Zone and for the future of the Town Centre’s housing and commercial property market including the North Quay waterside area of regeneration in the town centre; and involvement in sustainable growth plans for towns in Carmarthenshire. He has also undertaken various strategy and analytical commissions for the High Streets Task Force looking at large and smaller town centres across England.

Director

David Jones

Director of Chilmark Consulting Ltd (CCL) since 2015 with a focus on planning, economic development and regeneration consultancy to clients across the UK.

David is a dual qualified chartered town planner and planning and development surveyor with over twenty two years’ experience of advising the public and private sector to unlock development potential, and shaping sustainable and feasible delivery solutions across a range of sectors.

He has a particular interest in town centre, commercial property market and viability matters alongside extensive experience in feasibility & evidence base studies, Local Development Orders and master planning options. He also brings experience in the delivery of comprehensive mixed use projects involving the co-ordination of multidisciplinary

teams, negotiations with planning and statutory authorities, stakeholder engagement, planning obligations and planning prospects advice.

David is currently heavily involved in the rejuvenation of market towns in rural areas.

Associate

Renu Prashar Prinjha

Associate at Chilmark Consulting Ltd (CCL) since 2018 with a focus on development management planning and planning law and regulations to clients across the UK.

Renu is a qualified chartered town planner with 18 years’ experience of advising the public and private sector on development potential across a range of development sectors.

She has a particular interest in complex development management situations. This has involved work with internal project teams, communicating with technical specialists, public and elected stakeholders.

Renu is currently involved in providing strategic planning advice to a number of private sector clients ranging form SME developers to larger commercial developers in both the residential and commercial sectors.

Associate

Simon Davis

Simon has over 35 years of experience advising the public and private sectors on major urban area and regeneration projects throughout the UK.

He has built up a detailed understanding of the complexities of projects and works closely with architects, master planners and specialist advisors to embed delivery and financial ambitions within the evolution of projects from initial inception to delivered projects.

He has worked on many mixed-use projects, residential-led projects, waterfront regeneration, and has set strategies for towns and cities and reports to Chief Executives, Directors and leading politicians.

He specialises in the creation of commercially robust frameworks, masterplans and business plans, backed by property, planning, economic, financial viability and strategic advice.

He also specialises in creating resilient implementation plans to establish the most appropriate mechanisms for delivery of projects.

Additional specialist advice includes procurement, CPO and financial structuring.

Associate

Robin Miller

Associate with Chilmark Consulting Ltd and the Founder and Managing Director of Understanding Data Limited, Robin has worked on a range of projects as an both an Associate of CCL and as joint consultancy lead, with a leading role in delivering demographic, housing market, economic, mapping and data analysis advice to clients across the UK.

With 32 years specialising in research, analysis and strategy, Robin is skilled at delivering a range of evidence projects, covering advice, analysis and interpretation, horizon scanning and bringing insight to clients. He previously led on research activities for Cornwall Council. He has traded as Director of his own company, Understanding Data Ltd since 2015, and is based in the Westmorland Dales. He has worked across a range of recent projects with CCL.
