CCL was instructed to prepare a planning application for 21 new homes on a greenfield site at the edge of Leominster in Herefordshire. CCL undertook pre-application discussions with the local planning authority, coordinated all the necessary technical evidence, and prepared the planning statement, application forms and supporting documentation. CCL also led negotiations on S106 planning obligations and conditions, to secure an approval at planning committee.


CCL’s work secured planning permission for the development in January 2017 following completion of the S106 planning obligation, with appointment of a developer anticipated in early 2017.


CCL added value to the planning application through provision of the underlying planning, housing and development case for the proposal set against a policy backdrop that did not support release of the site for residential development given its location outside the settlement boundary and elements of local opposition.

CCL’s positive engagement with the local authority, town council and the statutory consultees resulted in a deliverable planning permission with minimum pre-commencement conditions and S106 planning obligation contributions.
